La seguridad alimentaria y el aguacate como herramientas para concretizar el derecho humano a la alimentación

Resumo
El hambre y la inseguridad alimentaria en Brasil aumentaron en los últimos años como consecuencia de factores internos, la pandemia de Covid-19 y las crisis geopolíticas que impactaron en el acceso a los alimentos. ¿Promover el acceso del aguacate a través de la agricultura familiar hace se cumpla el derecho humano a la alimentación? El objetivo general de esta investigación es analizar como la promoción y facilitación del acceso al aguacate puede contribuir a reducir el hambre en Brasil a través de la agricultura familiar. Los objetivos específicos son: Analizar la doctrina del derecho humano a la alimentación y los estudios e investigaciones sobre seguridad alimentaria y salud; analizar normas legales, políticas públicas, planes y programas de seguridad alimentaria, instrumentos para combatir el hambre en Brasil, impuestos, proyectos nacionales o internacionales sostenibles, producción de alimentos (aguacate); identificar obstáculos legales, administrativos, fiscales, logísticos y de otros a la seguridad alimentaria en Brasil; proponer reformas en las normas legales vigentes o nuevos marcos legales, políticas públicas, incentivos fiscales que permitan la alimentación adecuada a través del acceso y disponibilidad de aguacates en Brasil. En Brasil actualmente existen 67,8 millones de personas en pobreza y 12,7 millones de personas en pobreza extrema que viven con menos de US$ 2,15 por día. Por lo tanto, por medio de reformas en el sistema jurídico de seguridad alimentaria e innovaciones en la producción de alimentos, se puede reducir el hambre en Brasil para lograr una seguridad alimentaria adecuada y el cumplimiento del derecho humano a la alimentación, según FAO, Balbi e Maslow. De esta manera, buscar soluciones al hambre de acuerdo con las Teorías de la justicia en base a los Derechos y vulnerabilidades y por lo tanto la realización del derecho humano a la alimentación. La investigación utiliza investigación exploratoria-deductiva y bibliográfica.
Hunger and food insecurity in Brazil have increased in recent years because of internal factors, the Covid-19 pandemic and geopolitical crises that impacted access to food. Does promoting access to avocado through family farming fulfill the human right to food? The general objective of this research is to analyze how the promotion and facilitation of access to avocado can contribute to reducing hunger in Brazil through family farming. The specific objectives are: Analyze the doctrine of the human right to food and studies and research on food security and health; analyze legal regulations, public policies, food security plans and programs, instruments to combat hunger in Brazil, taxes, sustainable national or international projects, food production (avocado); identify legal, administrative, fiscal, logistical and other obstacles to food security in Brazil; propose reforms in current legal regulations or new legal frameworks, public policies, fiscal incentives that allow adequate nutrition through access and availability of avocados in Brazil. In Brazil there are currently 70.3 million people in poverty and 5.8 million people in extreme poverty who live on less than US$2.15 per day. Therefore, through reforms in the legal system of food security and innovations in food production, hunger in Brazil can be reduced to achieve adequate food security and the fulfillment of the human right to food, according to FAO, Balbi and Maslow. In this way, seek solutions based on the theories of justice based on rights and vulnerabilities and therefore both the realization of human rights and food. The research uses exploratory-deductive and bibliographic research.
